KB893803 created it the first time I ran it last night. after it failed. I
searched for and found this...
msiexec.exe ver.2.0.2600.1183 C:\WINDOWS\SYSTEM32
msiexec.exe ver.2.0.2600.1267 C:\WINNT\msiinst.tmp
msiexec.exe ver.3.1.4000.1823 C:\WINNT\system32

msi.dll C:\WINDOWS\SYSTEM32 ver.2.0.2600.1183
msi.dll C:\WINNT\system32 ver.3.1.4000.2435

So i copied the newer versions of msiexec and msi.dll from the winnt folders
over to the windows folders, deleted the MSIHND.DLL file from the windows
folder and the msiexec in the temp folder. then I ran regedit, edited
this,HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer, so the
image path pointed to windows system32 folder instead of the winnt system32
folder like it was, then i ran msiexec /regserver then rebooted.
Then i ran KB893803 again. this time i got a services stopped message. so I
went into the services module and set windows installer to start and
automatic, it was stopped and on manual for some reason, then right clicked
it. choose properties, clicked on the recovery tab and set the first failure
option to restart the service. closed everything and rebooted. then i ran
KB893803 again and I'll be damned if it didn't take! installed the software
for my camera and acrobat reader 8.0 without a hitch.
I don't know if the above makes any sense or not, but hey, it worked for me.

I think that winnt is the active windows folder in Win2k. I don't recommend
manually copying over operating system files, manipulating the registry etc.
