Is the above MS Patch for Windows Servers and Workstations
or is the patch for workstations only?

Yes, apologies.
I was asking about MS03-032 Patch. Is this just for
Windows workstaions, or windows servers too?

It is for all versions of Internet Explorer listed.

If you don't use Internet Explorer/Outlook Express/etc on a particular
server, then you don't need to immediately apply the patch, since the
exploit is not remotely exploitable unless you are running the software, and
view a malicious webpage/email/etc

Not if it's never going to be used.
