Excel MS Excel Data Label Problem

Ok... haven't heard any responses on this so I'm trying again.

Excel Spreadsheet/Chart.

Straight line across the graph.

The Numbers that mark each plot are along the line that goes straight across.

I change the label positioning so they are either below or above the line (making them readable) using the label positioning tool and save the document.

Close the document.

Open it back up and the numbers are back along the line and un-readable...

CAN ANYONE HELP???
