mouse scroll speed goes warp speed in older game

When I play a game called Imperialism (an older game from about 1995?) and I
move the mouse to the edge of the screen, it scrolls at warp speed. Is there
a start-up command I can give the program to slow it down? Am using XP home
edition. Has nothing to do witht the SCROLL BUTTON options in the control
panel. (Not the ones I tried anyway.)
