Modem, no dial tone, will not dial

I have got a Toshiba Tecra 9100 laptop, with the inbuilt Toshiba
modem.

I have recently upgraded from Win2k to XP, and as a result my modem
will no longer dial when there is not a dial tone present.

I spend a lot of time dialing from hotels, where you have to dial a 0,
for an outside line for example, and do not have a dial tone until
that 0 has been dialled.

The check box is clear, for waiting for a dial tone without dialling
but still the modem will not dial, and then comes up with the error
message.

Latest drivers are installed, as are SP1 and all MS updtaes. Device is
working correctly, and dials perfectly if there is a dial tone
present. The modem should be able to dial even if there isn't a cable
plugged into the modem, at least this is what has always happened
through NT4 and W2k. Has this now been disabled under XP??

I have even tried adding &fx3 as a extra initialization command but
still nothing. This is killing me as I cannot dial when travelling
anymore.
Any thoughts or similar experiences??

Any motel or hotel that I've been in has some kind of tone on the phone when
you pick it up. It's not an outside dial tone, but it is a tone. Yes, you
have to dial a particular number to get out, but there is a tone. I think
your modem is working correctly - any that I've seen will not dial if
there's no dial tone at all.

If anyone else has other ideas, I'm happy to also learn from them.

There is a setting you can change to make Windows ignore this. Look under
the modem settings in the control panel.

many hotels use a digital PBX, you can't plug into them with a regular
modem. [I assume you knew that...]

Yes, but however, almost all modern hotels will have a DATA jack to plug in
an analog modem so the issue is moot.
