MMC cannot open the selected file

When I try to run perfmon an error comes up that "MMC cannot open the selected file." I can't run perfmon directly. I have to run MMC and then open the perfmon executable.

I searched Microsoft.com for the error, but the fix was related to Database Administration. I'm only running Win 2000 Pro.

My user profile does have read and write privileges to perfmon.exe and mmc.exe, so I'm fairly certain it is not a problem with user privileges.

Any ideas?
