Missing start button taskbar and all desktop icons

Not sure what happend - I was online - when I logged off nothing but my
wallpaper on my desktop - I shut down and restarted - No start button, no
task bar, no icons, I can only ctrl, alt, del to get the task manager up - I
was able to fish around in there to get online to here- I know my windows is
working because the wall paper is a pic of my dog, and its there filling the
screen - but where did everything else go?
Can you help me get my Start button (and taskbar and icons) back?
