missing start button, icons , aqnd taskbar

Greetings, My friend just bought a new computer
with XP Pro on it. A couple of days ago after booting up
and getting to desktop, he hadn't any startbutton,
taskbar , or icons. Only wallpaper and cursor.
I've been trying to help him figure this out as he's
a newbie. Tried going into safemode to get to system
restore option. It didn't work. Let it finish through
with safemode boot to see if desktop items might be
there. They weren't. Only wallpaper again. Went to
safeboot with command prompt, typed in and entered
C:\WINDOWS\system32\restore\rstrui.exe. Nothing.
Wouldn't go there.
Now I'm thinking System Restore is maybe disabled.
Thought of going to System Configuration Utility through
Safemode but not sure if it will go there from safemode
w/command and even if it did if restore is disabled there
wont be any restore points.
Trying to get this figured out before this
afternoon when I go back over to his place to try again.
Any Ideas ? It would be Greatly Appreciated. BTW no
system changes have been made or hardware added since
buying it . Thanks in Advance Joe Andre
