Missing MFC71.DLL

My Windows XP is missing MFC71.DLL. I cannot restore it by reinstalling Windows XP or the application(Access IBM) that trys to reference it. I have contacted my system supplier(IBM) Software Support and they don't have a clue what to do.
How can I restore it?
