missing irprops.cpl file

Help!
Does anybody know what this file does and were I can find it??
Since upgrading from win98 SE to xp home and then xp prof, I keep getting a message saying the above file "irprops.cpl" is missing whenever I start up my computer. any help would be greatly appreciated. Thanks
