Microsoft security essentials

I've just installed the above security software on my main p.c. It has failed
to restart & displays a text page stating I should turn off the p.c. & start
again or contact Microsoft. This message is repeated each time I turn the on
p.c. so I can't delete the newly aquired M.S.E. What to do?

We will need far more information that you have provided.

Please include what version of Windows, Service Pack, and perhaps what other
antivirus or antimalware software you may have installed, Security suite and
firewall, etc. etc.

You are in the wrong place for MSE discussion. If you did not remove
or disable Windows Defender, do so now via Safe Mode or by starting
the PC in last known good configuration.
This sounds like a classic case of conflicting security software.
What operating system?
Prior Security Software?
Any security software still installed?
A possible reason for this problem is that you have conflicting
security software installed fully or partially on the PC. Remove all
other security software from the PC.
You may need to use a cleanup tool to remove your prior security
software:
