microsoft outlook cannot start required translator error 1601

I am trying to import my addresses from excel to outlook. It reads "microsoft
outlook cannot sart required translator" then it asks if i would like to
install it now. when i click yes, it reads "Microsoft Outlook cannot start
the required translator. Microsoft Outlook cannot install the necessary files
due to Windows Installer error 1601" what do i need to do???
