Use Google to locate this DLL file and put it in your Windows\System32
folder.

The safest way to replace a missing dll file is reinstall the program that is
using the dll file. If the picture you are supposed to view will open on a
program, reinstall that program. If you had recently uninstalled a program
with shared files that may include the dll file, reinstall that program. Or
if that don't work or is not applicable to the situation then you can
download the .dll file at
http://www.dll-files.com/dllindex/dll-files.shtml?mfc71 or other trusted
sites and copy it to Windows/Sytem32 folder.
