message "new device available on network" pops up repeatedly

A window with message, "A new device is now available on your network. For
more information click here." pops up repeatedly in the lower right corner.
When the click on it, it disappears. The rate varies from a few times per
minute to once every several minutes.

The problem is unique to my DELL Dimension E510 computer. Other WinXP
machines on the network do not have the problem. The problem remains when I
disconnect all other devices (including a TIVO) from the network. A search
using Google indicates I'm not the first to have this problem, but the search
did not show a solution.

The pop up identifies the device as my D-Link Router. If I connect directly
to my modem, the pop-up does not occur. I believe it is a problem in my
WinXP SR3 installation as the other WinXP machines connected in the same way
do not show the problem.

If you want to do some observing first, you can use
Wireshark to capture packets. What you'd do, is watch for the
"A new device is now available on your network" dialog, and then
immediately examine the Wireshark window, looking for packets and
protocols that are talking to the router. That may allow you to
confirm this is UPnP related. For best security, you should always
use the latest version of Wireshark (since some older versions
had exposures).

To use Wireshark, use Capture:Interfaces, then click the Start button
next to the "most likely" looking interface choice. It'll be
the one with a realistic IP address next to it. Before doing that,
you can use View:Name Resolution and tick all three entries if
they aren't selected. For devices on the Internet, it will
cause the output to display the name of the internet device.
Anything without a DNS entry, like your router, will continue
to be shown with a numeric address.

Doing Capture:Restart, clears the display and the captured trace.

Wireshark uses system memory to store the trace, and if you
download something large enough, Wireshark will run out of
memory. So don't use Wireshark, if you are downloading a DVD :)

PROBLEM HAS BEEN SOLVED.. Somehow I did not disconnect enough cables. When I
disconnected the cable running to yet another router configured as a switch,
the pop-ups halted. WinXP was reporting that it had found a D-Link router,
but really what it had found was another router connected to a port on the
D-Link router. Some how the switch is not communicating with the router, and
as a result WinXP is "discovering" it. I assume that once all the IP
addresses are worked out, all will work smoothly again, as it has for nearly
a year.
