Making pics smaller not an option

I am on my dad's computer, and for whatever reason, when i choose the pics i want to email and click email these pics (in XP) It opens up hotmail right away without asking me if i want to make them smaller! Of course, now they are too big to email. What happened to the window? I have used hotmail before to email pics and it XP has always asked me if i want to make them smaller! Thanks

Easy to repair.
Click on Start, click on Run and type the following in the opening textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI...
