Make 98SE like XP?

My wife had a program which did the above on her system but it got
deleted and I'm trying to find it again, I can't remember names though!
I'm not even sure if they were freeware. I'll also do a google.

found that it contained a setup.exe file but how can I extract it?

Anything ending with .php is for the web-browser to interpret.
So you will not be able to right-click the links to "save file as".
Instead, click on the link, and the file will start to download.
