Local Users and Groups snap-in dependent on 'Server' and 'Workstat

I don't know if this is a bug or not, but if you use the Local Users and
Groups snap-in and go to the Member Of tab of any user, you will get an error
that will say that the "Server" service is not started, and/or the
"Workstation" service is not started. This occurs when the Client for
Microsoft Networks and/or File and Printer Sharing are not installed in the
network connection properties.

But what gives? I am managing Local users, and local groups, not on a
network. Why do those network services have to be installed to manage
something local?

Might have been something simply overlooked. I'd call the hotline to report
the bug but I don't wanna get charged.

No bug. On a client/server type system like Microsoft's Windows NT family,
some processes on one machine act as clients for server processes on the
*same* machine.
