Link Bar Properties, Global Level

Under Link Bar Properties, General tab, when you are setting Hyperlinks to
add to page, Global Level is a choice. I've never used it and don't
understand its purpose. Help just says "Choose this option to inlcude
hyperlinks to the pages on the same level as the home page. Why would you
want to include pages on the same level as the home page? Thanks in advance.

Typically you could put stuff like home, about us , contact us on a global level and use the global nav bar for those links on all
pages, and use the tree under home for other normal nav bars

Wouldn't checking child pages under home and home page accomplish the same
thing as global navigation? I'm still not understanding.

No - it would just show home if you select global
The globals aren't children of anything

Take a look at

The top 2 links are global, and the other 4 links are child pages under home
