Limit TS users to One App

I have a custom app that I would like to deploy to remote clients using
terminal services. I have found a few articles on group policy settings
to limit a user to one app via hiding start menu etc. Any addition
insight would be appreciated however my issue is this. The custom app
allows for a user to open executables within the app itself via
File->Launch and then the user can browse the file structure for
executables. I would like to remove this feature entirely however it is
useful when not deployed on client apps directly. I would like any
suggestions on how best to limit the user to this app and this app
alone. Thank you.

Which OS are you running on the Terminal Server?
If you use 2003, then Software Restriction Policies are the way to
go:
