Left pane on explorer not visible

I am logged in as administrator of the local machine, but
when I open the windows explorer the left pane tree view
is not visible, also I cannot add/remove programs. I
believe it is a security rights issue but unable to get to
the problem.
Can anybody please help me in this regard?

I think this is related to changing the permissions from the default on the
drivers and folders. You typically should modify the permissions. This
