Laptop delays 20 sec before starting to hibernate or standby

    I'd appreciate any insight into why a W2k laptop should wait 20 seconds
    before starting its hibernate or standby routines.

    When I trigger hibernate or standby nothing at all seems to happen for the
    first 20 sec, and the machine remains responsive to user input. Then after
    exactly 20 sec the screen goes blank and the normal shutdown occurs,
    completing Standby in under 10 sec. Each of the three user logons on the
    machine have the same delay.

    As a comparison another W2k laptop does exactly the same, but without the 20
    second wait period. The delayed machine is a Toshiba Tecra 8100 and the
    undelayed comparison is an even older Tecra 780DVD. Both have all the
    Windows Updates.

    After much Google searching I tried reducing HungAppTimeout and
    WaitToKillServiceTimeout in HKEY_CURRENT_USER\Control Panel\Desktop to 2 sec
    but it makes no difference. And neither does reducing HungAppTimeout (in
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control) to 2 sec.

    I've searched the Registry for other Timeout parameters without finding
    anything obvious, so I'm out of ideas short of reinstalling Windows, which
    would be 'a sledge hammer to crack a nut' :)
