Lap top won't boot past empty desk top

My friend has a 3 year old Gateway lap top. After booting and the desktop
appears he gets the error: "Application Failed To Initialize Properly
Explorer.exe-Application Error (0xc0000006) Click on Ok to Terminate
Application". The desktop is blank. Just the error message We tried booting
into safe mode and got the same error.

I have Googled for this and can't find anything solid.

Any Ideas? Do you need any further info?

I would reinstall Windows as described here: "How to Perform an
In-Place Upgrade (Reinstallation) of Windows XP"
