Windows Vista JPEG and closing problems.

I installed Vista home premium a couple months back now, and have no problems except for 2 things.
1 - if i save a jpeg that is 1280 x 1024, the 1024 goes up to 1184 (i think), this makes the ratio incorrect and squashes the picture.
2 - if i have a few windows open, after a while, i can no longer open any more, and programs etc wont run. The only way to correct this is to log off and on again.
Does anyone know what causes either of these problems and how to fix them??

Which application does the save problem offur in, as it is likely to be application specific?

Also, do you get any errors when trying to open more windows or does it just not do anything (roughly how many are we talking about)?

by application do you mean like windows?
Its usually about 8 windows and i then (even if i close all windows) cannot open more, or folders etc. ALso i cant move files, copy, paste or set new backgrounds etc.
