Is there a way to create an exe for Excel file, so that this file can run on all windows OS and with all versions of excel

Is there a way to make an excel file smaller? I don't mean zipping.

AFAIK there's no way to create an 'Excel executable'. For shrinking the
workbook you may reset the used range. Have a look at
http://www.contextures.com/xlfaqApp.html#Unused
for instructions how to do this
