Internet Explorer menu bar appears blank but remains functional

We have a computer set up with Windows XP and Internet Explorer 6 on a
network. On just this computer, the menu bar in IE appears blank, although
when the mouse is moved toward the menu, it drops down, looking blank, yet
you can faintly see the words and use the features. We have also found that
on the desktop, the shortcut menus (using r-click) do the same thing. How do
we fix this?
