ie7 does not display menu bar, navigation bar, url bar, or prettymuch anything else (even tab bar)

after installing ie 7 i do not see a tab bar (as promised), a navigation
bar, or even a menu bar. how do i fix this ? can it be a configuration
in group or users policies ?

You may have a horked install of IE7. I suggest reading the following
link...

http://www.ie-vista.com/known_issues.html#pre-install

....and then uninstalling and reinstalling IE7 per Sandi's tips, and using
http://www.microsoft.com/windows/ie/default.mspx as the installation source,
not Automatic/Windows Update.

NB: I would also uninstall all toolbars before reinstalling.

Check your registry. Run REGEDIT< go to HKEY_CURRENT_USER>SOFTWARE>MICROSOFT>INTERNET EXPLORER>Toolbar. Click on ShellBrowser and look to see if you have a value for ITBarLayout, delete it, and go to WebBrowser and do the same. This will return your windows and Explorer toolbar settings to default.

Conclusion - The Google toolbar hijacks ITBarLayout from within its satelite
BHO. Disabling the satelite BHO of the Google toolbar returns toolbar layout
behavior.

Other known hijackers - Del.icio.us toolbar
