IBM USP Numeric Keypad shutting off

I've got an IBM laptop running XP Pro. I've attached an IBM USB numeric keypad; which worked fine on an old Win 2K laptop. I am experiencing a situation where I will press the NumLock key on the keypad to activate it (and will see this on the system tray on the bottom). However, at times I will go into other applications (sometimes just opening them) and I'll see that the NumLock key has been de-activated

Is there another way to activate the NumLock on the keypad and not have it de-activate at will

Check in the Device Manager for the USB ports/hubs. There is a power
managemnet setting stating that the Windows system can turn off the power to
the device if inactive.
