I can't send a large attachment. Why?

I have been trying to send a 2Mb attachement for some hours, but Outlook will
not let it out of the Outbox, even though it quite happily accepted it when
it was sent to me. Is this a problem of my Outlook settings, or is it a
result of limitastions set by my ISP?

Often caused by scanning outgoing mail with an antivirus program, something
that is never needed.
