I think that Tracey should figure out, what account is in use.
If that's an accunt for Microsoft Exchange mailserver, and Tracey is
connected with LAN, then the mailserver's administrator might say what are
the rules and policies assigned to Tracey's mailbox. That's in case if LAN's
internal mailflow is malfunctional. If the probles is about external mailflow
(the outgoing messages in these cases), then Tracey should contact not
Exchange's administrators only, but whole domain's administrators as well.
Maybe Tracey is just cut off for a reason, maybe for a mistake.

Anyway, Tracey, describe us your current situation, that might help.
What mailserver are you using and where the server resides?
Are you a homeuser, or a company's domain user (employee)?

Sorry to say, but I can't say where you should look for the settings,
becouse I have localised (russian) version of Office 2003.
Probably you should just to read the help for Outlook 2003.

View or change e-mail account settings
Show All
Hide All
1.. On the Tools menu, click E-mail Accounts.
2.. Select View or change existing e-mail accounts, and then click Next.
3.. Click the e-mail account you want, and then click Change.
4.. Make sure that the settings you see match the information you
received from your Internet service provider (ISP) (ISP: A business that
provides access to the Internet for such things as electronic mail, chat rooms,
or use of the World Wide Web. Some ISPs are multinational, offering access in
many locations, while others are limited to a specific region.) or
administrator.

5.. Do one of the following:

a.. If you are changing a Microsoft Exchange Server account, click
Check Names to verify that the server recognizes your name. The name and server
you entered should become underlined. Be sure your computer is connected to your
network. If your name does not become underlined, contact your administrator.
a.. If you are changing a POP3 (POP3: A common protocol that is used
to retrieve e-mail messages from an Internet e-mail server.) server account,
click Test Account Settings to verify that your account is working. If there is
missing or incorrect information, such as your password, you will be prompted to
supply or correct it. Be sure your computer is connected to the Internet.
6.. If necessary, make your changes in the appropriate boxes. If you
want to change additional settings, click More Settings. Otherwise, click Next.

7.. Click Finish.

Note If you have multiple Microsoft Outlook profiles (Outlook user
profile: A group of e-mail accounts and address books. Typically, a user needs
only one but can create any number, each with a set of e-mail accounts and
address books. Multiple profiles are useful if more than one person uses the
computer.), you must choose the profile that has the account you want to view or
change. In the Microsoft Windows Control Panel, double-click the Mail icon, and
then click Show Profiles. Click the profile you want, click Properties, and then
click E-mail Accounts.

There's also one thing about undelivered outgoing e-mail messages.
When I was using an IMAP4 account, I was required to specity SPA (Secured
Password Access) to use the SMTP server for sending mail. At the same time,
all incoming messages were delivered to me properly, even without SPA enabled.

Anyway, I still think that Tracey should tell more about the used
configuration.

And what is the exact text of that message? When you go to the doctor
because you don't feel well, do you expect the doctor to guess what's wrong
with you or do you describe your symptoms in detail?
