Hyperlinks don't work

I have designed a company brochure that runs from a CD.
It works fine on most PC's but some people report that the
index page loads correctly but none of the hyperlinks to
other pages work. If you open the other pages the links
between them work fine. The pages contain hover buttons
and I wonder whether it is something to do with security
settings in internet explorer.

Hover Buttons are Java applets. Due to the continuing saga of Sun vs.
Microsoft, the Microsoft Java Virtual Machine was removed from Windows XP.
Later, a Service Pack re-installed the Sun version of the JVM. However, not
everyone always installs all the Service Packs that they should, and this is
probably the case here.
