HTML Message Font Size with Outlook 2003 Editor

We are running Outlook 2003 and the Outlook Editor (rather than Word) to
create new email. Is there any way to use the font Arial Size 11?

Outlook only gives the option to use the even numbered fonts (8, 10, 12, 14,
etc), and if I type the number 11 into the font size box, it just reverts to
12.

We can't use Word as our editor for emails (long story), and we need to use
HTML, rather the RTF for formatting).
