How to use Text-to-Speech using NETCF on WinMobile 2005 smartphone?

Dear MVPs,
I want to apply Text-to-Speech(TTS) using NETCF(C#) on Windows Mobile 2005
smartphone. Could anybody help me how to do so? Because I found some
technical articles said some shipped smartphones didn't provide the TTS
components. Thus, could anybody tell me how to add these components to
smartphone? Thank you very much.
