How to launch Win Explorer at startup?

When copying various icons into Start Menu / Programs / Startup,
certain applications fail to launch.

One is Windows Explorer.

(Since I'm given to understand that several Microsoft applications
confusingly have that name, I am referring to the file management user
interface that gives you a tree view of your system on the left and a
list of files on the right.)

I've moved Win Explorer' icon to Startup. I've created a shortcut to
same in Startup. I've also created a shortcut directly to explorer.exe
in Startup.

Nothing works, and Win Explorer fails to launch on startup.

What am I doing wrong?

So are you saying the startup folder is non-functional? Run regedt32.exe and
check the Reg_Expand_Sz values of;

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
"Startup"
should be;
%USERPROFILE%\Start Menu\Programs\Startup

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
"Common Startup"
should be;
%ALLUSERSPROFILE%\Start Menu\Programs\Startup
(note: the type must be Reg_Expand_Sz)
