How to forecfully remove two empty adware folders

I have these two folders:

c:\program files\360safe
c:\program files\baigoo

I am unable to delete it. It keep saying "access denied".
I think these are some kind of spyware or adware empty folders.
I am uable to use Safe Mode and DOS-CMD to remove directory or change
attrib. The folder attrib is SHR (System, Hidden and Read-only).

So how can I forcefully remove these folders?

Please show how exactly to manually remove these folders.
None of these programs are allowed in our offices.

Have you tried to take ownership of the folders?

Contact your systems administrator. If programs are not allowed to be
installed, how did the malware get on your machine? In any case, if
Unlocker or the like doesn't work you will need to change the ownership
of the folders/files and then give yourself full permissions. Only an
administrator can do this.

That is IT. Turn off simple file sharing will let us set the Permission
flags.
