How do I use a block diagram to draw a floor plan in Excel?

I agree with Mallycat, almost anything else would be easier to draw in. The
preferred Microsoft tool for making a floorplan would probably be Visio if
you have it available, otherwise inside of PowerPoint or Word.

A problem also exists in Excel with drawings in retaining their proportions
when printing. So if accuracy in showing relationships and proportions is
important, Excel is most definitely not the tool to use for this.

But if you want to give it a go in Excel anyhow - I'd use View | Toolbars |
Drawing and use shapes from the drawing toolbar to create each individual
room. The rectangle is probably going to work best. You'll have to get a
little creative to show things like doorways, windows, fireplaces, furniture
layout, etc.
