How do i put windows 98 back on?

I have a video card i need to use w/ 98 because it WILL NOT work w/ xp. My xp cd for some odd reson will not get past the "starting windows stage" when i try to boot from the xp disk so i can format my hdd. I need to know how to be able to format my hdd either from my pc with no boot disc or from a cd i can burn. The only floppy drive i have is on my pc that i need to install 98 on and i have NO way of connecting to the internet on that pc. Thanx in advance, J

Ps I cant use the multiple OS function because as i have already mentioned before it will not get past the Starting Windows" screen from the boot disk.

If your hard drive is formatted with FAT32, simply boot with a Windows 98
start up disk and at the prompt FORMAT C: and press the Enter key on the
keyboard.

If it is NTFS, then I would recommend you download a file called delpart.exe
to a floppy. Boot with a Windows 98 disk. Once the prompt appears, remove
the disk and insert the one with delpart.exe. At the prompt, type
DELPART.EXE and press the Enter key. This utility will allow you to delete
the partition. You can then use it (or the FDISK command on the Windows 98
disk) to create a new partition, and then format it.
