How do I open excel files side by side in separate full windows

In Office 2000, I could open as many separate excel windows (...excel icons)
as I wanted and toggle between full screens.
With Office 2003, all I have been able to do is essentially open some
windows within one 'excel icon', and, at best, open files side by side in a
fraction of a screen each.

What do I have to do to get the same functionality as I did with Office 2000?!

and to get back to normal you would close any of the
windows that you opened. As you close them the
numbers to the right of the workbook name you see
on the title bar will decrease until there is only one view.
Once back to one view you can maximize your worksheet
within the window again.

You can arrange them with the Arrange... option on
the Windows menu. Cascade is the default that lets
you move them around yourself,
