Had a similar question some weeks ago.
Convert jpg files to a PPT-template? Do you mean you want to use a jpg as
the background for a brand new template? Then go to View - Master - Slide
master - Format Background - listarrow - fill effect - picture tab -
browse - insert - apply. Save as a design template.
