How do I embed an e-newsletter into the body of an e-mail in Outlo

I normally build my newsletter in Quark 6 for print and convert it to PDF if
it needs to be e-mailed. We are now wanting to change to an e-newletter that
will appear with graphics in the body of an e-mail sent from Outlook 2003.

-Is it possible to continue to use Quark and convert files somehow to be
embedded in Outlook messages?

-If not, what is your best suggestion to make the switch to embedded
e-newsletters in Outlook?

-Would it be better to use different programs, and if so, what?

Any feedback would be very helpful!
