How do I design a Powerpoint design template for office 2003?

How do i turn a Jpg or bitmap into a powerpoint disign template.I tried saing
both as a .pot and it showsup as a design template and then moved it to the
folder where the other background templates are but thet will not open in
powerpoint 2003. Thanks for any help you can give me.
