How do I change a server rule to a client rule and visa versa

See http://www.slipstick.com/rules/serverbased.htm - you can convert server
to client rules by adding an option that is client only. You can't force
server rules so easily, unless you can remove a condition that is client
only.

Whether a given rule runs on the server or the client is not something that
you can control directly. It depends entirely on the conditions and actions
selected for the rule.

If you set the rule to apply "on this machine only" it automatically
changes to client-only and vice versa
