helpctr.exe, XP Help and Support

I have lost Windows Help. Can get IE help and others.

Windows XP pro sp1

Can't run Help and Support anymore, either from Start menu or press F1.
Can't run Helpctr. Click on helpctr.exe not working.
helpctr.log shows many repetitions of this (one is produced everytime I
press F1):

Searching for a script containing "NavBar.htm" produces nothing.
I suspect mozilla browser 0.7, time is about right.
I can run Windows.chm but would like to get Helpctr back.
