Help whit shut down agents

I press deactivate but nothing happend.
How can i shot the agents off?

I try but when i press saved i get message about it is
saved and them just get enabled again.

Something is broken in this install.

I'd recommend uninstalling, deleting the installation folder, and then
reinstalling. You will lose access to quarantined items, and all customized
settings.

Be sure you are logged in as the administrator level user who will be
running the program when you do the reinstall.
