Have Outlook 2007 and I have no TO-DO Bar

My to-bar does not display.
I have been to the options under tools and have seen that the checkboxes in
regards to the toolbar are unchecked. I apply the checks in the window but
still no to-do bar.
I have removed Office Ultimate 2007 and then re-installed it; still there is
no to-do bar.
I would really like to have a to-do bar with my outlook.
Any suggestions?

What did you change in Tools-> Options which made you think would enable the
To-Do Bar?
You can toggle its settings via View-> To-Do Bar
