hal.dll error, but bootcfg doesn't work

The computer gave a hal.dll error when the machine tried to reboot. If I
enter any key, the computer will reboot itself stopping at the same error.

I tried fixing it using the suggestions given by Alex Nichol (delete the
boot.ini and use bootcfg /rebuild) but I get the same error. I even
reinstalled windows on top of itself, but I still get the same error.

I did find out that if I leave the Windows XP Professional CD in the CDROM
Drive and change the BIOS to boot CDROM first, when it starts accessing the
CD and I don't press any key, XP Professional will boot normally as if
nothing is wrong. But as soon as I try to boot from the hard disk, I get the
error. Can anyone help me?

Thanks for trying to help. I tried the suggestions in that link and I still
get the error. I think I'm getting too close to my last resort - a clean
install of Windows.

Before resigning yourself to a reinstall, check on another file that is
needed: not usually associated with the problem in that form, but quick.
Again a recovery console boot, and this time, presuming the CD is seen
as D: (likely) give
COPY D:\i386\ntdetect.com C:\
