FP 2002 New 1pg Web vs Discussion Web index.htm vs default.htm

In file/new/1 page web, FP2002 create index.htm as the home page. In file/new/discussion web, it creates default.htm as the home page

In IIS, I have to remember to right click/properties/documents tab and move index.htm up to the top as if I recall correctly, IE 6.0 http://myip/my1pageweb won't find the page, whereas with http://myip/mydiscweb it will

Am I correct that IE 6.0 won't find the page unless the correct name is given by moving documents up to the top, and if so, wouldn't it be consistent for FP2002 to create default.htm as the file for all types of webs, since it's at the top of IIS properties/Documents list

When IIS is configured with multiple default page names,
it searches for them in top-to-bottom sequence. The
default page in a given Web site doesn't have to be the
first one listed.
