Form view is only half screen?

Forgive me if this is basic, but I am am a beginner and could find no
answer on the web.

I have created a form for my database but when I view it in "Form View"
it only fills the top half of the screen. There is a thin black line
running horizontally that appears to need moving lower.

Does this description make sense? How can I fill my screen with the
form?
