Foreign language customization

My computer recently crushed, and had to be restored.
Now when I try to install a few CD-ROMs created in
Japanese language, the characters are like codes and
doesn't make sense. I didn't have this problem before.

Emails work fine. I can read and write in Japanese.

Could anyone help me?

Control Panel
Regional and Language settings
/Languages\

In the "Supplemental Language Support" area
[Y] Install files for East Asian Languages

[OK]
