Fast processor, fast memory and fast graphics but crap Windows smooth scroll

I 'll not bore everyone with my hardware list (which is good), but I would
appreciate a recommended for poor smooth scrolling of Windows Explorer
(7.0.5730.13) windows. I do have smooth scrolling selected in IE7 options.

I am not a gamer, being too old 8, but I have in my computer ran smooth
rendition of some current high-end graphics games and also have ran the
Physx engine with the downloaded Warmonger demo.

How then does Microsort not optimise its XP Pro SP3 and IE7 so that I can
enjoy reading simple text without the vertical stuttering?

It's likely some setting on your side, not the fault of the browser.
Are you video card drivers up to date? You could try the DirectX
November 2008 Redist. update:

Also, go to Control Panel > Mouse > Hardware tab > Properties button >
Advanced Settings, set sample rate to 200 Reports Per second. It could
also be that you've got your mouse wheel set to 3 Lines at a Time when
a more sane setting is 2 Lines at a Time which you have to manually
adjust by doing Start > Run > regedit.exe and press enter, navigate to
HKEY_CURRENT_USER > Control Panel > Desktop > WheelScrollLines and
change the value to 2 from 3.

Using IE7 on SP3 and it scrolls smoothly.

Not sure what you mean by "vertical stuttering."
I've always found page scrolling to be quite smooth in IE7 on awide range
of PC's, including pressing the scrolling "wheel" on a mouse to make the
"up/down" thingy appear on an IE7 web page and then moving its'
counterpart/cursor above or below the fixed up/down thingy to scroll the
page ....etc.

What is slow memory? you say you have fast memory do you have enough memory.
Are you using the mouse scroll or moving the scroll bar or the arrows to
scroll as they do react differently, or the scroll thingy as Richard said so
eloquently?

If you are getting stuttering, and a wavey effect, when scrolling, it could
be a Video driver problem

Already using latest video drivers and directx 9.3c and mouse sensitivity
200. I made the mouse change you suggested to 2 lines and it is a little
better than 3. I do not understand how the mouse setting affects screen
scrolling?

When I IE7 scroll on my 8 year old old Sony Vaio laptop with Pentium III,
256MB ram and 16Mbgraphic it is as smooth as silk. however on my new
Gigabyte P45 motherboard with Intel 8400 3GHZ, 4GB ram 8800GT 512kb video
card it is annoyingly jerky on either my Hitachi 19" crt or Samsung 17" TFT.

To me I see no difference between selecting "smooth scrolling" or not.

Sorry I should have said that by smooth scrolling I am clicking the wheel of
my MS Intellimouse then gently dragging it down to normal reading speed.
Mouse set to 200DPI

I have 4GB of Corsair Dominator XLS memory. I am using mouse scroll set to
2 lines and 200DPI

I am using the latest Nvidea WHQL driver, latest XP Pro SP3, latest IE7
and all Windows updates.

Maybe I am expecting too much but my 7 year old laptop is mousepad "wheel"
drag scrolling much smoother

It basically means how many lines, as in horizontal lines, scrolled up
or down with respect to screen position of the web site you're looking
at.

Maybe try this. Find the Smooth Scrolling setting, disable it, reboot.
Then, re-enable it, reboot, and see it works then. Perhaps the setting
just didn't stick and needs a kick in the pants to work?

I suppose you could always try Firefox as an alternate. I use 3.0.4
and I find the smooth scrolling on Firefox is much better than IE.

Intellimouse software and "drivers", right? If you are, THAT is likely
your problem.

You might have hit the nail on the head! My laptop is using Firefox 3 and
my desktop is using IE7. I'll try FF on my desktop.
No I also have found that the Intellimouse software although useful on
earlier Windows became poor with XP.
