Do not import a PST file. Open it.
Make sure you have moved it to a hard drive and removed its read only
attribute before you do.

If what Russ suggests doesn't work, it's because the method you used to make
the PST copy corrupted the copy beyond usability. Never export a PST and
make sure Outlook is closed when you make a copy of the original PST.
